The CHO isn't implicated and anyone who has any clue about how Andrews operates will find it laughable that he didn't know what was going on.

I did lol today when someone asked about Dans own secretary not passing on vital information and Dan was like oh that’s the only time he’s ever done that...

Pretty crucial information he failed to pass on and how would Dan know if anything else is withheld?

This is the problem with them all denying any knowledge, either they’re lying or their secretaries incompetent and should be sacked.

Can’t have it both ways Dan.

From the ABC blog a moment ago:

Victorian Police issued a total of 152 fines to individuals for breaching the Chief Health Officer directions, including:

- 17 for failing to wear a face covering when leaving home for one of the four approved reasons
- 20 at vehicle checkpoints
- 55 for curfew breaches

16,956 vehicles checked at the vehicle checkpoints

Conducted 1,009 spot checks on people at homes, businesses and public places across the state (total of 465,277 spot checks conducted since 21 March).

Examples of these fines include a man who was spotted walking down the street in Stonnington without a mask, initially refused to stop for police before stating he had 40 masks in the car. He then stated he was eating and wasn’t carrying a mask because it was too heavy.

A woman was found at a fast food outlet in Horsham with no valid reason for being outside her restricted area after multiple calls to the police assistance line who nominated the woman for visiting the area every two weeks.

16 new cases and 2 new deaths reported in Victoria.

The 7-day rolling average of cases is down from 30 for the week ending 20 September to about 14 for the week ending today.

That's 24 days in a row of fewer than 100 new cases, 18 consecutive days of fewer than 50 new cases and 9 days in a row of 25 cases or less.

As reported by DHHS this morning:

- 14 day rolling averages: Metro 22.1 (down); Regional 0.6 (down).

- Unknown source cases: Metro 31 (steady - data not updated since 24 September); Regional 0 (steady).

Meanwhile, looking at the breakdown of active cases, 143 of the 444 active cases in Victoria (over 32%) are still, according to the latest update on the DHHS site, in the 20 to 39 age group.

You'd have to expect that while those active cases are at those numbers in the (ordinarily) most mobile part of our population, the curfew and lockdown will remain, largely unaltered.

Belgium has a weird system of counting Covid deaths no-one else uses. Essentially, if you have terminal cancer, slit your wrists, and then get shot in the head and run over by a semi-trailer doing 100k, provided that they think you might have had a Covid virus somewhere in your system, they count it as a Covid death.

Just watched Andrews’ press conference. Key points:

• Third Step (i.e. end of lockdown) brought forward by one week to 19 October
• Curfew lifted after tonight
• Primary schools go back week of 12 October
• Increased fine for illegal indoor gatherings (Now $5000 per person)
• 130,000 employees can return to work (not sure which industries)
• Exercise permitted within 5km of workplaces as well as home

From the ABC blog, here's a summary of the changes (curfew to be lifted):

Daniel Andrews outlines Melbourne's move to the second stage
These changes will come into effect at 11:59pm tonight:
127,000 workers to return to onsite work with a COVID-safe plan
Students in primary school, special school students and VCAL will return to on-site learning in the week beginning 12 October
Outdoor exercise is allowed within 5km of your home or workplace with a 2-hour limit. If you are exercising near your workplace, you must carry your permit. Facilities such as tennis clubs and bowls clubs remain closed.
Curfew will be lifted from 5:00am Monday
Childcare opens for all children, no permit is required and the five kilometre limit does not apply
One childminder/ babysitter in each home, "if that is the arrangement that best suits your circumstances"
A household or a limit of five people from no more than two households will be able to gather outside
Limit on one person from each household going shopping just once a day will be lifted
Visitors to hospitals: one visitor per day for a maximum of two hours,. For patients that are under the age of 18 years, two parents or carers can visit with no time limit
Nonurgent services will be allowed with all dental surgeries practices who have a COVID-safe plan
Religious activity: a limit of five people plus one faith leader for outdoor gatherings and ceremonies will be allowed

Third step is still reliant on the same numbers being met, doesn’t mean anything will change on the 19th if we have had 6 unknown cases or an average of 5.1 cases a day

Oh now he is saying face shields are no longer acceptable, thanks Dan, that’s great news for the deaf community Rolling Eyes
