Is it purely cost? There appears to be more going on than what is reported. Looking forward to an investigative journo to do some dumpster diving to get to the truth on this one.

I see the headline:
"Games authorities pursuing 'hundreds of millions' in compensation". Sheesh... Hope not!

I don't understand how it could cost $6B-7B to host the Games.

Well, Comm Games are not Olympic Games, but for the Olympics even the security cost alone is crazy high:

"Sydney spent $250 million in 2000 while Athens spent over $1.5 billion in 2004, and costs have remained between $1 billion and $2 billion since."
