Usually there is an IP range you produce. IP addresses alone can come from different mechanisms but somewhere along the line, the ISP know who you are and the telco ombudsman has the power to trace you. So in the end, quite a futile exercise, wouldn't you agree? That might stop you from sending your foul messages!
