That's why you have insurance: healthcare, emergency services, scientific services, social services, quality environments, strong international treaties and organisations, and mutually-beneficial trade policies. It's also why you help countries develop and don't treat them as your enemy. And you definitely don't waste money on billionaires, wars, and company handouts; you don't overheat markets like a complete moron, support dying polluting and corrupt industries, and wreck your most important assets: trust and central bank leverage (which are in many ways the very same thing).
