For the record, WA already has a form of voice to Parliament.

If a WA voice can't work towards improving this sort of situation, a Canberra one providing advice on Federal policies would have no chance.

Stuff like this gets trapped in bureaucracies. Multiple different agencies working in a catchment not sharing information, each dealing with individuals, the central government bureaucracy doesn't talk to the Education department, no one with the authority to start asking questions about how to fix it, knows it's happening.
Every dead body on Mt Everest was once a highly motivated person, so maybe just calm the **** down.
